The legal duty to ensure the proper disposal of waste is established under Section 34 of the Environmental Protection Act 1990, supported by the Environmental Protection (Duty of Care) Regulations 2003. Waste produced by healthcare organisations is defined under the Controlled Waste (England and Wales) Regulations 2012 and, where classified as hazardous, is subject to the Hazardous Waste Regulations 2005 (as amended). The management of healthcare waste is further guided by Health Technical Memorandum (HTM) 07-01. Additionally, electrical and electronic waste is governed in the UK by the Waste Electrical and Electronic Equipment (WEEE) Regulations 2013.
This protocol must be communicated to and adhered to by all employees, suppliers, and contractors. It reflects a structured hierarchy of waste reduction and promotes continuous improvement in waste management through the implementation of appropriate and measurable quantitative targets.
